Create the account and grant owner permissions.
Step 1) If the resource doesn't already exist, create a new room mailbox using the Exchange Management Shell.
Step 2) Right-click the new room mailbox, select "Manage Full Access Permissions", and add the room "owner".
Step 3) Run the following script using the Exchange Management Shell:
set-mailboxcalendarsettings -identity resourcename -automateprocessing:autoaccept -deletesubject $false
How to access a resource mailbox through Outlook Web Access
Step 1) Login to Outlook Web Access as the room owner.
Step 2) Click the owner's name in the upper right corner of the window.
Step 3) Select Open Other Mailbox
Step 4) Type the name of the mailbox that you want to open

Step 5) Click on the name of the mailbox and it will open into a new window.
Setting Permission on a resource mailbox.
Step 1) Click Options in the upper right hand corner of the window
Step 2) Select Resource Settings from the menu on the left

After selecting Resource Settings
you will have the ability to setup the scheduling options as well as the scheduling permissions and resource privacy options.
